TENDER ROLE: EXTERNAL EVALUATION (CONTINUOUS)
REPORTING TO: UNICEF Ireland EU Project Officer

DURATION: 2 years
PROJECT CONTEXT AND OVERALL OBJECTIVES:
UNICEF Ireland is lead partner on an EU-funded project. The ?1.1
million project, funded by the EU?s Rights, Equality and Citizenship
Programme, will deliver child rights education and communications
activities across seven UNICEF National Committees.
Children say that in everyday decision-making, especially in schools
and communities, their rights, voice, and meaningful participation
matter to them. They want their opinions considered. Much remains to
be done. Successful models are emerging but need to be formalised. In
this project: 1) awareness will be increased broadly among the public,
duty bearers and children, addressing lack of knowledge about child
rights; 2) ?Child Rights Schools? (CRS) will be supported to embed
child participation and respect for child rights in educational
settings, working with school-wide stakeholders; 3) Rights-based
inclusive, meaningful child participation, and voice and influence in
the public sphere, will be improved.
EXTERNAL EVALUATION OVERVIEW
It is proposed that a continuous external evaluation will be conducted
throughout the duration of the project, and include a final end of
project report.
The continuous evaluation will:
* Identify any critical issues and to jointly and
collaboratively/cooperatively introduce corrective/improvement
measures;
* Systematically gather data and information on progress of project
activities;
* Guarantee internal and external efficacy;
* Identify any variances as regards what had been planned;
* Deliver timely corrective and improvement measures to adopt to
fulfil project objectives and aims.
The end of the project report will evaluate the project's impact
against stated deliverables, plus any unintended positive or negative
results. The evaluation will also include recommendations for project
partners to support the sustainability or handover of initiatives,
plus lessons learned for the benefit of other stakeholders.
